PURA and ARTP Sign MoU to Implement ECOWAS Roaming Regulation



The Public Utilities Regulatory Authority (PURA) of The Gambia and the Telecommunications and Postal Regulatory Authority (ARTP) of Senegal have signed a Memorandum of Understanding (MoU) to implement the ECOWAS Community Roaming Regulation, marking a significant milestone in regional ICT cooperation.
The agreement will enable affordable roaming services between The Gambia and Senegal, covering voice, SMS, and data, with services scheduled to commence on 1st March 2026. Under the arrangement, roaming charges will be capped to ensure affordability, and consumers will benefit from free incoming calls for up to 30 consecutive days while roaming.
The MoU also promotes direct traffic routing between operators, establishes a joint monitoring mechanism to prevent fraud and ensure compliance, and includes coordinated consumer awareness campaigns to inform users about community roaming benefits.
This partnership reinforces the commitment of both countries to enhance connectivity, reduce roaming costs, and support socio-economic integration within the ECOWAS region. It builds on The Gambia’s existing roaming agreements with Côte d’Ivoire, Ghana, Sierra Leone, and Liberia, as PURA continues efforts toward full regional implementation of the ECOWAS roaming framework.
