PUBLIC CONSULTATIONS ON DRAFT REGULATORY INSTRUMENT
The Public Utilities Regulatory Authority (PURA) is undertaking a comprehensive legislative and regulatory harmonisation programme aimed at strengthening regulatory coherence, transparency, and effectiveness across all sectors under its mandate.
As part of this initiative, the Authority has developed the following draft regulatory instruments:
- Public Utilities Regulatory Authority (Unified Fees) Regulations, 2026;
- Public Utilities Regulatory Authority (Complaints, Investigations and Consumer Protection) Regulations, 2026;
- Public Utilities Regulatory Authority (Enforcement) Regulations, 2026;
- Formal Hearing Guidelines, 2026;
- Broadcasting and Online Content Regulations, 2026;
- Broadcasting and Online Content Licensing, Registration and Authorisation Guidelines, 2026; and
- Journalists Registration Guidelines, 2026.
These instruments collectively establish a harmonised, cross-sector regulatory framework covering licensing, fees, enforcement, consumer protection, dispute resolution, and content regulation.
In accordance with its mandate under the Public Utilities Regulatory Authority Act and relevant sector legislation, PURA hereby invites licensees, sector ministries, public institutions, industry stakeholders, consumer groups, civil society organisations, and the general public to submit their views and comments on the draft instruments.
Consultation Period
The public consultation will run from 1st April 2026 to 10th April 2026.
Submission of Comments
All responses must be submitted in the prescribed format outlined in the Consultation Guidelines (Part Three) and sent electronically in Microsoft Word format to: legal@pura.gm

Transparency and Publication
In furtherance of transparency and openness:
- All submissions shall be treated as non-confidential;
- All responses received will be published on the PURA website; and
- PURA reserves the right to use submissions for regulatory and policy purposes.
