PURA MANAGEMENT TEAM
PURA has been involved in a process of organisational restructuring over the past year. PURA implemented a new organizational structure in January 2015, which was officially adopted by PURA on June 1, 2015 and is currently in effect. This change confirms PURA recognition of the need for a more functional organisational structure in light of the current and expected evolution in the markets that PURA regulates. The following presents a summary of the new organizational structure as of June 2015.

DIRECTOR GENERAL - DR. NJOGOU L. BAH
Is responsible for driving the strategic plan of the Authority and is supported by the seven Directorates to ensure that the strategic objectives are met. He advises the Board on the appropriate framework for regulation of public utilities in the country in accordance with relevant legislations.

DEPUTY DIRECTOR GENERAL - SOLO SIMA
The Deputy Director General (DDG) supports the Director General, in ensuring leadership continuity and strategic oversight across the Authority. The DDG acts on behalf of the DG when required, providing high-level representation and decision-making support.
Core functions include:
- Deputizing for the DG in official functions, meetings, and executive decisions.
- Supporting day-to-day operations and implementation of policies and standards.
- Coordinating performance management, quality assurance, and institutional reforms.
- Overseeing directorate alignment with PURA’s strategic goals.
- Leading stakeholder engagement and fostering external partnerships.
- Reviewing and advising on policy frameworks to ensure regulatory relevance.
In essence, the DDG bridges executive leadership and operational delivery, ensuring the Authority functions effectively in both presence and absence of the DG.
Solo Sima is a dynamic, forward-thinking leader with over 16 years of distinguished service in public utility regulation, institutional governance, and strategic consumer engagement. Known for his dependable, energetic, and motivational leadership style, Solo has built a reputation for excellence across multiple regulated sectors in The Gambia.
Currently serving as the Deputy Director General of the Public Utilities Regulatory Authority (PURA), Solo plays a central role in directing the Authority’s day-to-day operations, ensuring policy coherence, managing institutional performance, and deputizing for the Director General at high-level forums and decision-making platforms. Appointed to the role in August 2023, he leads efforts to strengthen regulatory impact, drive stakeholder partnerships, and shape PURA’s strategic vision across telecommunications, energy, water, and broadcasting, and petroleum sectors.
Prior to his current role, Solo served with distinction as Director of Consumer Affairs at PURA from 2011 to 2023, where he championed consumer welfare, developed national quality-of-service benchmarks, and advised the Board on regulatory interventions. His earlier leadership journey at PURA includes roles as Acting Director of Consumer Affairs (2011),
Manager of Consumer Affairs (2007–2011), and notably, a stint as Acting Director General (Officer-in-Charge) in 2014, where he led the institution through a pivotal transitional period.
Before returning to The Gambia, Solo honed his public service skills as a Customer Liaison Officer at the Royal Borough of Kensington and Chelsea in London (2003–2007), managing emergency and out-of-hours services and liaising with local government bodies to resolve urgent community needs.
Solo holds a master’s degree in strategic marketing with (Merit) and a bachelor’s degree (Hons) in Human Resource Management, both from the University of Greenwich, UK. He is a Fellow of the Commonwealth Telecommunications Organization and the Telecommunications Executive Management Institute of Canada, with further certifications from the World Bank, ITU, and executive training programs in financial modeling, utility regulation, negotiation, customer care, and spectrum management.
Solo is known for his results-oriented leadership, strategic marketing acumen, and ability to foster interdepartmental cohesion. He is passionate about digital innovation, staff motivation, and strengthening regulatory impact through strategic partnerships.
As a national brand enthusiast, solo did his master’s thesis on Investigating the impact of Brexit on the brand perception of the United Kingdom, a strategist, and good communicator, Solo blends technical expertise with a flair for institutional storytelling and public diplomacy. His work is anchored in professionalism, innovation, and a deep commitment to equitable service delivery. Outside the office, he’s an avid fan of science fiction, a boxing enthusiast, and a proud Trekkie, inspired by the bold leadership of Captain Kirk.

DIRECTOR OF LEGAL, LICENSING & ENFORCEMENT - EMMA MENDY
Advises the Director-General and management on all legal matters affecting the Authority. It drafts all legal instruments such as licenses, contracts, and regulations for the Authority.

DIRECTOR OF HUMAN RESOURCES - MALAMIN DARBOE
Oversees the personnel functions of the Authority such as recruitment, health, and safety, employee relations, benefits, compliances, and training and development. It handles the internal and external communications of the Authority and advises management on any communication matters.
Mr. Malamin Darboe is a career specialist in International Human Resources Management. He currently serves as the Director of Human Resources and Corporate Affairs at PURA. Equally, he is the Secretary to the PURA Board of Directors.
On his professional pedigree, Mr. Darboe has accumulated vast knowledge and experience in diverse fields including Strategic HR Management.
He holds a master’s degree in International Human Resources Management from Rome Business School in Italy. He also studied Management/Administration (BSc degree) at the Federal University of Calabar in Nigeria. He attained a Diploma in European Union Public Procurement.
Previously, Mr. Darboe worked with the Office of the Ombudsman, Ministry of Tourism and Culture, Ministry of Trade, Industry and Employment, Ministry of Defense, Ministry of Higher Education, Research, Science and Technology, and the Gambia Technical Training Institute (GTTI).
He builds a profound interest in Corporate and International Affairs, Communications, and Strategy development areas.
Mr. Darboe is also into quite a several communities and selfless service such as social work, voluntary, and community activities.
He is a Donor Coordinator – Blood Donors Association of Sukuta, an Adviser – Settal The Gambia, Secretary-General – Sukuta Sanchaba Youths Development Association and Sukuta Dembadou Cultural Festival Committee; FIOH’s Behavioral Change Agent for HIV/AIDS, Sukuta ward; and Auditor – BEATAWELL SOCIETY, Sukuta.

DIRECTOR OF FINANCE & ADMINISTRATION - PAUL S. MENDY
Coordinates administrative functions of the Authority manages the Authority’s budget and funds, provides financial advice to management and draws up monthly management accounts. The Directorate is also responsible for issuing invoices for regulatory fees and follow-up on payments.
Mr. Paul S. Mendy is the Director of Finance and Administration of PURA. He is a trained and accomplished Chartered Accountant with decades of experience in financial and treasury management.
Over the years, he develops a strong understanding with respect to International Financial Reporting Standards, Financial Regulation Analysis, Advanced Financial and Operational Reporting with Microsoft Excel and Quick book PRO Accounting System.
He is a graduate of Manchester University (Manchester Business School) with an MBA in Finance. In addition to these accomplishments, Mr. Mendy is currently a bona fide member of the Association of Accounting Technicians (AAT). He is also a Fellow (2005) of the Association of Chartered Certified Accountants (ACCA).
Mr. Mendy’s works are not only limited to financial sectors, but he continues to play a crucial role within society through serving as a Board member and an Adviser to other Institutions.
Previously, he worked for the First International Bank Limited from 2004 to 2006 as Finance Manager (Head of Finance). From 2001 to 2004, he was the Finance Manager at Gambia Telecommunication Cellular Company (GAMCEL). He also worked at GAMTEL from 1991 to 2000, where he rose from an Accounts Clerk to Internal Auditor.
His professional interest revolves around reading journals, watching TV (News) and social interest.

DIRECTOR OF INFORMATION COMMUNICATION & TECHNOLOGY - RODINE S RENNER
Advises the Director General on issues relevant to regulation of the telecommunications / ICT and Broadcasting sectors.

DIRECTOR OF ECONOMIC REGULATION - BURAMA JAMMEH
Advises the Board (through the Director General) on rates and tariffs; performs economic and financial analyses; conducts research and develops special studies and forecasts. It monitors investment programs as well as oversees and manages the budget and funds of the institution as well as drawing of the monthly management accounts and giving the necessary financial advice. The Directorate is also responsible for issuing invoices for regulatory fees and follow-up on payments.
Burama Jammeh is a career specialist in Competition Economist. He is the current Director of Economic Regulation at the Public Utilities Regulatory Authority (PURA).
Mr. Jammeh over the years has accumulated vast experience in the field of Economic Regulation, especially in telecommunications and Energy.
He has an MBA in Financial Management from the Federal University of Owerri in Nigeria. Prior to that, he earlier obtained a BSC in Economics from the Federal University of UYO, Nigeria.
He also obtained a Higher Teachers’ Certificate (HTC) from the Gambia College specializing in Mathematics and Physics.
Previously, Mr. Jammeh worked with The Gambia’s Ministry of Education as a teacher and later worked with formerly the Christian Children’s Fund (now Child Fund International, specialized in child welfare focuses NGO) as an Administrative Officer. While at the Child Fund, he developed a keen interest in youth development and is still an active member in community and youth affairs.
As a football enthusiast, Mr. Jammeh passionately devotes his extra time to managing and coordinating the affairs of his village football team. He is also a prominent member of the Bulanjorr Village Development Committee, where he continues to serve the role of a Fundraising and External Communications focal point for the organisation.

DIRECTOR OF PETROLEUM, WATER & ELECTRICITY - MUSA NJIE
Musa Njie currently holds the position of Director for Petroleum, Water, and Electricity at the Public Utilities Regulatory Authority (PURA). His leadership roles as Director are;
1) Policy Development and Advisory; advises the Director General on technical regulatory matters and policy implementation
2) Regulatory Technical Oversight: Develop and implement regulatory frameworks to enhance the governing of the petroleum, water, and energy sectors. Monitor utility service performance ensuring compliance with national and international standards. Supervise technical assessments and ensure the development and implementation of safety, environmental, and sustainability standards within the sectors.
3) Strategic Planning: Contribute to the strategic planning processes of the Public Utilities Regulatory Authority, ensuring alignment with national development goals.
4) Capacity Building and Training: Identify capacity-building needs within the Public Utilities Regulatory Authority and the sectors it oversees. Develop training programs and workshops to enhance the skills and knowledge of staff and stakeholders in regulatory practices and sector management.
5) Reporting and Accountability: Prepare and present comprehensive reports on the performance, challenges, and opportunities within the petroleum, water, and energy sectors to the Director General and Board.
Musa Njie is an accomplished 11 years public utilities regulatory affairs specialist who have over the years accumulated vast experience in technical regulation, especially in the water, petroleum and electricity sectors. His professional background is in Public and Environmental Health, and Water Sanitation & Hygiene (WASH) and holds an HND, BSc and a MSc from IHE Delft Institute of Water Education, Netherlands.
Musa is an active member of several prestigious professional networks that strengthen his influence and work in the regulated sectors; as a member of IWA (International Water Association), the focal person to the ERERA (Electricity Regulatory Authority of West Africa) and REGNET (International Network of Drinking Water and Sanitation Regulators), Musa is connected to a global network of regulatory professionals, researchers, and experts working to address the world’s most pressing water and energy-related challenges.
Before his tenure at PURA, Musa worked at the University of The Gambia, Department of Public and Environmental Health where he contributed to education and research aimed at addressing pressing environmental health issues and training of future professionals. He has also served the Ministry of Health as a Public Health Officer, where he played an integral role in promoting health policies and implementing public health initiatives.
Beyond his formal career, Musa has also been deeply committed to voluntary work. He has served as a visiting lecturer, sharing his knowledge and expertise with students, and contributing to the development of the next generation of professionals. Additionally, he is the co-founder of the Foundation of Health and Safety Measures Network (FOHSMN), an initiative dedicated to raising awareness and promoting health and safety culture across sectors and businesses.
Mr. Njie’s diverse experience across academia, public and environmental health, and regulatory affairs makes him a key player in the advancement of sustainable and safe public infrastructure. His work continues to impact the well-being of individuals and communities by ensuring the efficient management of vital resources and utility services.

DIRECTOR OF CONSUMER AFFAIRS - JAMILATOU SAIDY
Handles consumer complaints of utility services and restores them with the relevant service providers. It monitors the level of consumer satisfaction with services provided by utilities and PURA itself. It evaluates the performance of the utilities against the respective quality of service standards.
Jamilatou Saidy, the Director of Consumer Affairs at PURA has a distinguished career where she introduced numerous innovations to enhance consumer protection in the telecommunication and Energy sector. Her contributions significantly bolstered Pura’s regulatory efforts. As Director of Consumer Affairs, she championed several Information, Education and Communication flagship initiatives namely the Consumer Parliament, Bantaba Outreach and Pura Student Ambassadors program to enhance consumer protection and experience.
Jamilatou is a fellow of both the U.S Federal Trade Commission (FTC) and Public Utility Research Center of the United States (PURC). She has also been involved in regional regulatory initiatives for the Ecowas Digital Observatory (ECODOB) as the National Correspondence for Indicators (NCI) for the ECOWAS COMMISSION for the Gambia since 2006. She holds a Master of Business Administration (MBA) from Bond University in Australia.
Previously, she worked at the Gambia Telecommunications Company (Gamtel) as Management Accounts Clerk prior to leaving for the United States. In the United States she works as a call center assistant for Equifax in St Peterburg, Florida, Office Depot as front-end cashier, Matria Healthcare as Medical Billing and Coding Specialist in Atlanta Georgia. Account Temps Agency as accounting clerk, Davids Bridal as Bridal Consultant, Foredo Homes as care giver in Seattle Washington.
Jamilatou emphasized the importance of proactive measures to address consumer challenges, particularly in the adoption of new technologies. Her effort plays a crucial role in advocating for consumer interests in utility regulation by ensuring that utility policies and regulations protect consumer rights and promote fair pricing.
In overseeing consumer complaints related to utilities and working to resolve disputes, by contributing to regulatory policies that impact consumers, including affordable and service reliability, public engagement by communicating with the public and stakeholders about consumer-related issues in the utility sector whilst working with state consumer competition and protection commission, industry representatives, and consumer groups to address concerns and improve services.
She advocates for superior customer experiences and address ICT-related and Energy pain points before they became significant issues. PURA’S approach under her leadership as Director Consumer Affairs reflects a balance between regulatory intervention and empowering consumers through knowledge. She actively contributes to discussions on competition and consumer protection in regulated sectors, evolving measures to protect telecom consumers from cybercrime and ensuring fair practices and transparency that consumer rights are upheld.
She has significantly played a major role in implementing consumer protection guidelines, whilst focusing her work on strengthening consumer rights and regulatory frameworks and clear regulations and consumer protection policies which includes and not limited to the Do Not Disturb (DND), Customer Charter, Customer Care Center Guidelines, Consumer Code of Conduct, Quality of Service (QOS) and Quality of Experience (QOE) tool for the regulated sectors.
