PURA SPONSORS TRAINING WORKSHOP FOR WEST AFRICAN IT EXPERTS
The Ministry of Information and Communication Infrastructure (MOICI) in collaboration with the International Telecommunications Union held a 5 day workshop from the 19th to the 23rd August 2013 sponsored by PURA on Regulatory Auditing and Cost Modeling in Sub- Saharan Africa. This workshop falls under the HIPSSA initiative which is geared towards harmonised policies for ICT and an efficient regulatory environment conducive to investment in infrastructure and applications.
To complement the local participation of GSM and ISP operators as well as PURA staff, participants from English Speaking countries within the sub region participated in the capacity building program. Nigeria, Ghana, Sierra Leone and Liberia were ably represented by their respective regulatory bodies.

Participants were exposed to hands-on cost modelling exercises designed to enhance their capacities on developing cost based tariffs and Mobile Termination Rates. Various approaches to setting these rates were examined such as Bottom Up and Top Down costing tools. Comparative assessments were looked at vis-a-vis tools such as benchmarking and hybrid models.
Comparisons of existing tariff setting frameworks in English speaking ECOWAS countries were also discussed and examined by participants and the ITU experts.
